Manipur: BJP initiates process to elect new CM; Tarun Chugh appointed as central observer

New Delhi: The Bharatiya Janata Party (BJP) has formally initiated the process to elect a new Chief Minister in Manipur, days before the second term of President’s Rule in the state is set to expire. The party has appointed its national general secretary Tarun Chugh as the central observer to oversee the election of the BJP legislative party leader.

A meeting of the Manipur NDA legislative party is expected to be held on Tuesday, during which the leader for the top post is likely to be finalised.

Tarun Chugh Named Central Observer

In an official communication, BJP National General Secretary Arun Kumar confirmed Chugh’s appointment.
“The BJP Parliamentary Board has appointed Shri Tarun Chugh, National General Secretary, as the Central Observer for the election of the Legislative Party Leader in Manipur,” the letter stated.

Chugh will supervise consultations with party legislators and coordinate the selection process ahead of government formation.

BJP MLAs Called to Delhi

All BJP MLAs from Manipur have been summoned to New Delhi for discussions with the party’s central leadership. The move comes as the deadline for President’s Rule approaches, raising expectations that a new BJP-led government could be sworn in soon.

Among the senior leaders present in the capital are former Chief Minister N Biren Singh, Assembly Speaker Satyabrata Singh, former minister Y Khemchand Singh, and BJP state president A Sharda Devi.

Background: President’s Rule in Manipur

President’s Rule was imposed in Manipur on February 13, 2025, following the resignation of the BJP-led government under Biren Singh on February 9, 2025. The state had been witnessing prolonged ethnic violence between the Meitei and Kuki communities.

Initially imposed for six months, President’s Rule was extended for another six months in August 2025. The 60-member Manipur Assembly, whose term runs until 2027, was placed under suspended animation during this period.

BJP’s Strength in the Assembly

The BJP currently enjoys a strong numerical advantage in the Manipur Assembly, holding 37 seats. The party had won 32 seats in the 2022 assembly elections, but its tally increased after five of the six Janata Dal (United) MLAs defected to the BJP.

The remaining composition of the House includes six MLAs from the National People’s Party (NPP), five from the Naga People’s Front, five from the Congress, two from the Kuki People’s Alliance, one JD(U) MLA, and three Independents. One seat remains vacant following the death of a sitting legislator.

With numbers firmly on its side, the BJP is expected to move swiftly towards restoring an elected government in Manipur.
