New Delhi: The Centre on Wednesday announced a major bureaucratic reshuffle with the Appointments Committee of the Cabinet (ACC) approving new assignments for two senior IAS officers.
Narendra Bhooshan, a 1992-batch IAS officer of the Uttar Pradesh cadre, has been appointed as the Secretary of the Ministry of Environment, Forest and Climate Change, while Dilip Kumar, a 1995-batch IAS officer from the Punjab cadre, will take charge as Secretary of the Department of Land Resources under the Ministry of Rural Development.
The administrative changes come into effect following the superannuation of Tanmay Kumar, a 1993-batch IAS officer of the Rajasthan cadre, who was serving as Secretary of the Ministry of Environment, Forest and Climate Change.
The latest appointments highlight the Centre’s continued focus on strengthening leadership across key policy ministries, including environment management, land reforms and rural development.
According to the government order issued on September 30, 2026, Narendra Bhooshan has been appointed as the new Secretary of the Ministry of Environment, Forest and Climate Change.
Before this appointment, Bhooshan was serving as Secretary of the Department of Land Resources under the Ministry of Rural Development. His new role places him at the centre of major national policy areas related to environmental protection, forest conservation, climate action and sustainable development.
The Ministry of Environment, Forest and Climate Change plays a crucial role in implementing environmental regulations, biodiversity conservation programmes, forest policies and India’s commitments on climate change.
Bhooshan’s experience in governance and administration is expected to be significant as the ministry continues to handle issues related to ecological balance, environmental clearances and sustainable growth.
Following Narendra Bhooshan’s appointment to the Environment Ministry, the ACC has appointed Dilip Kumar as Secretary of the Department of Land Resources under the Ministry of Rural Development.
Dilip Kumar, a Punjab cadre IAS officer of the 1995 batch, was earlier serving as Director General (Training) in the Ministry of Skill Development and Entrepreneurship.
His new responsibility will involve overseeing important areas connected with land management, land reforms, digital land records and rural development initiatives.
The Department of Land Resources works on improving land administration systems and supporting programmes aimed at strengthening rural infrastructure and governance.
The latest appointment order follows the retirement of Tanmay Kumar, IAS (RJ:93), who was serving as Secretary of the Ministry of Environment, Forest and Climate Change.
The transition ensures continuity in the functioning of the ministry and maintains administrative stability at the senior leadership level.
Senior bureaucratic appointments play an important role in shaping policy implementation, coordination between departments and execution of government programmes across the country.
The changes announced by the ACC come at a time when environmental governance, climate policy, land management and rural development remain major areas of government focus.
The appointment of experienced IAS officers to these positions is expected to bring administrative continuity and fresh leadership to important departments.
The new secretaries will now oversee policy execution, inter-ministerial coordination and implementation of major government schemes under their respective ministries.
