Patna: IAS officers Sahila Heer and Nitin Kumar Singh, both from the 2018 UPSC batch, have built a remarkable administrative journey that took them from different cadres to the same state. Heer was initially allotted the Tripura cadre, while Singh was allotted Bihar. After their marriage, Heer’s cadre was changed to Bihar in 2019.
Today, Heer serves as the District Magistrate of Buxar, while Singh is the Director of Secondary Education in Patna. Their story combines UPSC perseverance, different academic backgrounds, a marriage-linked cadre change and years of administrative experience in Bihar.
Sahila Heer, originally from Jalandhar, Punjab, started her academic journey in the technical field. She completed her schooling at MGN School in Jalandhar before pursuing a BTech in Electronics, Instrumentation and Control Engineering from Thapar Institute of Engineering and Technology in Patiala.
She later completed a postgraduate course in Event Management before deciding to prepare for the Civil Services Examination. Her UPSC journey involved several setbacks. She continued with her preparation and eventually cleared the examination on her fourth attempt, securing All India Rank 572 and entering the IAS in 2018.
Her journey from engineering to civil services eventually took her into district administration and public service delivery. Her family also had strong links with education and public service. Her father, BL Heer, served as a Deputy Chief Engineer with Punjab State Power Corporation Limited, while her mother, Kuljit Heer, retired as a school principal.
When Heer entered the IAS in 2018, she was allotted the Tripura cadre. Nitin Kumar Singh, who joined the IAS in the same batch, was allotted Bihar.
Following their marriage, an inter-cadre transfer was processed for Heer on marriage grounds in 2019, bringing her into the Bihar cadre. The move eventually gave the couple a common professional base in Bihar, which became their shared Karmabhumi.
Cadre allocation is an important part of an IAS career because it determines the state administrative framework in which an officer generally serves. Inter-cadre transfers are governed by government rules and can be permitted in specific circumstances, including provisions applicable to married All India Services officers.
Nitin Kumar Singh, who comes from Varanasi in Uttar Pradesh, followed a different academic route. He studied Chemical Engineering at IIT Kanpur before clearing the UPSC Civil Services Examination and joining the IAS in 2018.
After being allotted Bihar, Singh held several important field-level administrative positions. His assignments included Sub-Divisional Officer of Patna Sadar, responsibilities connected with district development in Madhepura and Municipal Commissioner of Bhagalpur.
These roles exposed him to urban governance, district development, public administration and government service delivery. In December 2025, Singh was appointed District Magistrate of Kaimur, while Heer was appointed District Magistrate of neighbouring Buxar around the same period. The appointments meant that the 2018-batch IAS couple were heading two adjoining Bihar districts at the same time.
Heer took charge as District Magistrate of Buxar in December 2025, while Singh became District Magistrate of Kaimur. Their postings created an unusual professional chapter, with the couple simultaneously leading the administration of two neighbouring districts.
As district magistrates, their responsibilities included coordinating government departments, implementing welfare schemes, overseeing revenue administration, coordinating law-and-order arrangements, handling disaster-management responsibilities and monitoring public-service delivery. The arrangement changed in 2026 when Singh was transferred from Kaimur.
In August 2026, Singh was transferred from his position as District Magistrate of Kaimur and appointed Director of Secondary Education. His new assignment moved him from district administration to a state-level departmental role, involving administrative responsibilities related to secondary education in Bihar.
The posting marks another stage in his career, shifting his focus from field-level governance to departmental administration and education policy implementation.
After moving from the Tripura cadre to Bihar, Heer began her Bihar administrative career as the Sub-Divisional Officer of Narkatiaganj. She later handled senior district-level responsibilities, including District Development Commissioner assignments in Saharsa and Purnia.
She also served as Director of Primary Education before moving into district administration. Her appointment as District Magistrate of Buxar in December 2025 marked a major step in her administrative career.
Her career has therefore covered several layers of governance, from sub-divisional administration and district development to education administration and district magistrate responsibilities.
The professional journey of Heer and Singh stands out because both entered the IAS in the same year while following very different paths.
