New Delhi: As fuel prices continue to remain under pressure due to global crude oil concerns and geopolitical tensions, fresh data has highlighted the Indian states and Union Territories with the highest per capita petrol consumption.
According to figures cited from the Petroleum Planning and Analysis Cell (PPAC), regions with heavy tourism activity, high private vehicle ownership and long-distance road travel recorded the highest fuel usage during 2024-25.

Goa emerged as the highest petrol-consuming region in India on a per capita basis, recording nearly 52.4 litres of petrol consumption per 100 people daily.

The state’s tourism-driven economy plays a major role in fuel demand. Self-drive rental cars, scooters and frequent inter-city movement contribute significantly to petrol consumption, especially during weekends and holiday seasons.
Puducherry ranked second, consuming more than 41 litres of petrol per 100 people every day. Officials attribute the high consumption to tourism, short-distance commuting and widespread use of personal vehicles.
The Union Territory also witnesses large inflows of tourists travelling by road from nearby Tamil Nadu cities, particularly Chennai.
Chandigarh secured the third spot due to its dependence on private transport and strong road connectivity. The city also acts as a transit hub for travellers heading to Himachal Pradesh destinations such as Shimla, Manali and Dharamshala.
The Andaman and Nicobar Islands also featured among the top fuel-consuming regions. Tourism-linked transportation, ferry movement, rented two-wheelers and logistics operations are key contributors to petrol demand in the islands.
Meanwhile, Arunachal Pradesh ranked among the top five due to its mountainous terrain, long travel distances and limited public transport connectivity. Adventure tourism and road travel to destinations like Tawang, Ziro Valley and Bomdila have further increased fuel consumption.
The report comes at a time when rising fuel prices are drawing nationwide attention. Analysts believe regions heavily dependent on road transport and tourism are likely to remain more vulnerable to fluctuations in petrol prices.
