New Delhi: The Central Bureau of Investigation (CBI) has arrested proclaimed offender Santosh Kumar in connection with a long-pending disproportionate assets case dating back to 2008. The arrest was made on February 20, 2026, in Delhi after investigators tracked his whereabouts through technical intelligence inputs and field verification.

Officials confirmed that the accused had been evading trial for over a decade despite repeated attempts to trace him.

Case Registered in 2008

The case was originally registered on June 17, 2008, against Chandra Shekhar, then General Manager of BSNL in Rohtak, along with Santosh Kumar and others. The allegations included criminal conspiracy, cheating, and forgery.

According to the investigation, Santosh Kumar allegedly posed as the Director or authorised representative of a private infrastructure firm. He is accused of filing petitions claiming ownership of Rs. 85 lakh recovered during search proceedings. Investigators believe this was done to shield a public servant under scrutiny and to create a fabricated ownership trail using forged and fake documents.

Charge Sheet Filed, Accused Declared Proclaimed Offender

A charge sheet was subsequently filed before the Court of the Special Judge, CBI, Ambala, which now functions from Panchkula. However, Santosh Kumar failed to appear before the court and did not join trial proceedings.

On March 24, 2011, the court declared him a proclaimed offender after he remained absconding. Despite sustained efforts by the agency over the years, his location could not be confirmed until recently.

Technical Surveillance Leads to Breakthrough

Investigators recently received actionable inputs that helped pinpoint his location in Delhi. A CBI team conducted ground verification and successfully apprehended him.

The accused is being produced before the CBI Court in Panchkula for further legal proceedings. Officials indicated that the agency will now pursue the pending trial process in accordance with law.

The arrest marks a significant development in a case that had remained dormant due to the accused’s prolonged absconding.
