Lucknow: The Special Investigation Team investigating the illicit circulation of codeine-laced cough syrup has identified 12 key conspirators in Uttar Pradesh. The move comes as part of the state government’s ongoing commitment to fight substance abuse and ensure public safety. The Food Safety and Drug Administration’s probe revealed the main accused allegedly responsible for manufacturing, distributing, or selling cough syrup containing codeine, a controlled substance with high addiction potential.
The accused include Vibhor Rana, Saurabh Tyagi, Vishal Rana, Pappan Yadav, Shadab, Manohar Jaiswal, Abhishek Sharma, Vishal Upadhyay, Bhola Prasad, Shubham Jaiswal, Akash Pathak, and Vinod Agrawal. These individuals are believed to have operated a large-scale network, posing serious health risks to the public.
Uttar Pradesh Chief Minister Yogi Adityanath has reaffirmed the state government’s zero-tolerance policy towards drug-related offences. Following incidents involving codeine syrup in other regions, authorities in UP acted swiftly to investigate and take action against illegal distribution within the state. Law enforcement agencies have filed FIRs against more than 128 establishments and individuals involved in the illicit trade. In a major operation in Varanasi, the SIT raided a warehouse in Sujabad under the Ramnagar police jurisdiction, recovering approximately 30,000 bottles of banned cough syrup valued at around Rs 60 lakh.
DCP Crime Sarvan T. revealed that the raid targeted the premises of Manoj Kumar Yadav, a close associate of the main accused Shubham Jaiswal. Earlier, a separate raid at Azad Jaiswal’s warehouse in Rohania police station had uncovered cough syrup worth around Rs 200 crore. Authorities believe additional names connected to the smuggling network may surface as the investigation continues.
The SIT has described the operation as a large-scale, well-organized network. Accused individuals were reportedly storing syrup in multiple warehouses to sell across districts. The recent codeine cough syrup incident at a major medical college in UP has prompted authorities to intensify random testing of medicines and enforce strict quality monitoring.

Police have begun examining all documents, vehicles, and recovered stock to identify further participants in the smuggling operation.
