8th Pay Commission Formally Notified; Report Expected by 2027 Amid Employee Strike Call

New Delhi: Central government employees and pensioners awaiting updates on the 8th Pay Commission have received an important clarification from the government. In a written reply in the Rajya Sabha, the Centre confirmed that the 8th Pay Commission has already been formally constituted. The official notification for the commission was issued on November 3, 2025.

The announcement came in response to questions raised by Members of Parliament regarding the scope of the commission and the timeline for implementation of its recommendations. The government assured the House that the commission will submit its report within the prescribed timeframe.

Scope of Review: Salaries, Allowances and Pensions

Minister of State for Finance Pankaj Chaudhary informed the Rajya Sabha that the 8th Pay Commission will review the salaries, allowances, and pension structures of central government employees and pensioners. This comprehensive review will determine revisions in pay scales and service conditions.

The commission has been given 18 months to complete its work. Based on this timeline, it is expected to submit its report in 2027. Only after the recommendations are presented and approved will the government initiate further action. This suggests that employees may have to wait longer before any revised pay structure is implemented.

Financial Impact Yet to Be Determined

Another key question raised by MPs concerned the financial burden that implementation of the 8th Pay Commission’s recommendations would place on the Union Budget. The government clarified that it is not possible at this stage to estimate the additional expenditure.

According to the Finance Ministry, the exact fiscal impact can only be calculated once the commission submits its final report and the government takes a decision on accepting its recommendations. Therefore, any projections regarding budgetary allocations remain premature.

Employee Unions Announce Nationwide Strike

Meanwhile, employee unions have expressed dissatisfaction and announced a one-day nationwide strike on February 12, 2026. The Confederation of Central Government Employees and Workers (CCGEW) has called for the protest to press several key demands.

Among their primary demands are a 20% interim relief, merging 50% dearness allowance (DA) with basic pay, and scrapping the National Pension System (NPS) in favor of restoring the Old Pension Scheme (OPS). The unions argue that these measures are necessary to provide immediate financial relief to employees and pensioners.

As anticipation grows, the 8th Pay Commission remains a crucial development for millions of central government employees and retirees across the country.
