Aizawl: Begging has been an old and serious social problem in India. Beggars are often seen in many public places like roads, bus stands, religious places or trains. Some of these people actually beg out of compulsion, such as due to poverty, unemployment, illiteracy or physical disability. But many times it has been seen that the work of begging is like an organized gang, which is carried out as a business.
Now Mizoram has become the first state of the country, where begging will soon be completely illegal. The "Mizoram Prohibition of Beggary Bill 2025" has been passed in the state assembly. The purpose of this law is not only to ban begging, but also to make the beggars self-reliant by providing assistance and employment, so that they can start life again in the society with dignity.

According to the 2011 census, there are more than four lakh beggars in India. These also include women and elderly in large numbers. Most beggars are found in West Bengal, Uttar Pradesh and Bihar. However, there are very few beggars in Mizoram right now. Due to the social structure of the state, the activism of churches and NGOs and government schemes, this problem has been limited here.
But in the coming time, when the Sairang-Sihmuai railway line starts and PM Modi inaugurates it, then the movement of outsiders in the state will increase. Along with this, the number of beggars may also increase, especially beggars coming from outside may enter the state. Keeping this apprehension in mind, this law has been brought.
The Mizoram government will form a state-level relief board, which will oversee the beggars. Under this, centers called "Receiving Centers" will be created, where the caught beggars will be kept temporarily. Within 24 hours they will be sent back to their home state or district.

According to a survey conducted by the Social Welfare Department, there are more than 30 beggars in the capital Aizawl, most of whom have come from other states. The government believes that this law will not only improve the order of the cities, but will also give beggars a chance to live a new and respectable life.
Mizoram is becoming the first state in the country to legally ban begging. This step is not only necessary for law and order, but is also a positive effort towards social rehabilitation.
