Liquor Ban Imposed Near Jagannath Temple and Rath Yatra Route in Puri

The Odisha government has imposed a complete ban on liquor in the vicinity of the Jagannath Temple in Puri and along the Rath Yatra route. Through changes in policies regarding tourism, taxation, and regulations, the new framework seeks to strike a balance between religious sanctity and social harmony.

Puri: Taking a major and significant decision, the Odisha government has imposed a complete ban on the sale and service of liquor in the vicinity of the Lord Jagannath Temple in Puri and along the main route of the Rath Yatra (Grand Road). This measure has been adopted with due regard for religious sentiments and public order, reports Dynamite News correspondent.

According to the new policy, no liquor outlets of any kind will be permitted within or around the historic 12th-century Jagannath Temple. Furthermore, the home delivery of liquor has also been completely prohibited within this zone.

This decision has been taken specifically keeping in mind major religious events such as the Rath Yatra, which attracts hundreds of thousands of devotees every year.

Duration of the New Liquor Policy

The government has clarified that this new excise (liquor) policy will come into effect on April 1, 2026, and will remain operative until March 31, 2029. This implies that these regulations will remain in force for the next three years, unless superseded by a subsequent policy.

Tourism Considerations

In addition to being a major religious pilgrimage site, Puri is also a popular tourist destination, particularly renowned for its beaches.

With this in mind, the government has authorized the establishment of "Beach Shacks" to boost tourism. However, these shacks will not be permitted to operate within the municipal limits of Puri city.

The number and specific locations of these shacks will be determined by the Department of Tourism, and they will be managed through the Odisha Tourism Development Corporation (OTDC).

New Tax on Liquor

The government has also imposed a "De-addiction Cess" on liquor. This levy will amount to 0.5% of the excise duty applicable to liquor, the cost of which will ultimately be borne by the consumers. The objective of this measure is to promote de-addiction initiatives.

Strict Regulations for Rural Areas

Under the new policy, the opening of new outlets for foreign liquor in rural areas will not be permitted. However, hotels and clubs rated 3-stars or higher, located within industrial townships, will be exempted from this regulation. Ban on Dance; Music Permitted

The government has imposed a complete ban on dance performances within liquor shops (on-premise outlets). However, musical performances or orchestras may be organized after obtaining the necessary permission.

Revenue generated from liquor sales in Odisha has witnessed a significant increase. While this figure stood at a mere ₹135 crore in 2000–01, it has surged to ₹11,429 crore in 2024–25. This demonstrates that this sector plays a pivotal role in the state's economy.
