Major Bureaucratic Reshuffle at the Centre; New Secretaries in Justice, Jal Shakti, Mines, Shipping and other Ministries

The Central Government on Friday approved the transfer of over a dozen senior officers at the Secretary level.

New Delhi: The Central Government on Friday approved the transfer of over a dozen senior officers at the Secretary level. The reshuffle includes key ministries such as Justice, Jal Shakti, Mines, and Ports & Shipping, where new Secretaries have been appointed.

1. Alka Upadhyaya (IAS, MP:90) – Secretary, Department of Animal Husbandry & Dairying → Secretary, National Commission for Minorities.
2. Rajit Punhani (IAS, BH:91) – Secretary, Ministry of Skill Development → CEO, Food Safety & Standards Authority of India (FSSAI).
3. Debashree Mukherjee (IAS, AGMUT:91) – Secretary, Water Resources, River Development & Ganga Rejuvenation (Jal Shakti) → Secretary, Ministry of Skill Development & Entrepreneurship.
4. Vijay Kumar (IAS, AGMUT:92) – Chairman, Inland Waterways Authority → OSD, Ministry of Ports, Shipping & Waterways; will take charge as Secretary, Ports, Shipping & Waterways on 30.09.2025 after superannuation of T. K. Ramachandran (IAS, TN:91).
5. V. L. Kantha Rao (IAS, MP:92) – Secretary, Ministry of Mines → Secretary, Water Resources, River Development & Ganga Rejuvenation (Jal Shakti).
6. Sukriti Likhi (IAS, HY:93) – Chairperson, National Authority Chemical Weapons Convention → OSD, Department of Ex-Servicemen Welfare, Ministry of Defence; will take charge as Secretary, Ex-Servicemen Welfare on 01.10.2025 after superannuation of Niten Chandra (IAS, OR:90).
7. Ranjana Chopra (IAS, OR:94) – Special Secretary & FA, Ministry of Culture → OSD, Ministry of Tribal Affairs; will take charge as Secretary, Tribal Affairs on 01.10.2025 after superannuation of Vibhu Nayar (IAS, TN:90).
8. Naresh Pal Gangwar (IAS, RJ:94) – Additional Secretary, MoEFCC → Secretary, Department of Animal Husbandry & Dairying.
9. Niraj Verma (IAS, AM:94) – Administrator, USOF (Telecom) → OSD, Department of Justice, Ministry of Law & Justice; will take charge as Secretary, Justice on 31.08.2025 after superannuation of Raj Kumar Goyal (IAS, AGMUT:90).
10. Atish Chandra (IAS, BH:94) – Additional Secretary, PMO → Special Secretary, PMO (post temporarily upgraded).
11. Piyush Goyal (IAS, NL:94) – CEO, NATGRID → Secretary, Ministry of Mines.
12. Sanjay Garg (IAS, KL:94) – Additional Secretary, DARE & Secretary, ICAR → OSD, Bureau of Indian Standards (BIS); will take charge as DG, BIS on 31.10.2025 after superannuation of Pramod Kumar Tiwari (IAS, AM:91).
