Srinagar: Jammu and Kashmir Chief Minister Omar Abdullah on Tuesday raised concerns over repeated electricity bill waiver schemes, saying frequent amnesty extensions could create an unfair situation for consumers who regularly clear their dues.
The issue came up during the Jammu and Kashmir Legislative Assembly session, where Abdullah highlighted the challenge of balancing consumer relief with the financial stability of the power sector. His remarks have triggered a fresh discussion over electricity payments, government subsidies and long-term reforms in Jammu and Kashmir’s power management system.
The Chief Minister said while poor and financially weaker families need government assistance, repeated blanket waivers could send the wrong message to consumers who follow payment discipline.
The debate began after BJP MLA Vikramaditya Randhawa raised a question regarding the extension of the electricity bill amnesty period in Jammu and Kashmir.
Responding to the issue, Omar Abdullah said extending such relief measures repeatedly could discourage consumers from paying their bills on time. He pointed out that people who regularly clear their electricity dues may feel disadvantaged when those delaying payments receive repeated opportunities to settle outstanding amounts through government schemes.
The Chief Minister stressed that a balance was needed between providing relief to struggling households and maintaining accountability among consumers who have the ability to pay.
Omar Abdullah said the decision to extend the power bill amnesty period for the third time was not an easy one. He acknowledged that several consumers in Jammu and Kashmir face genuine financial difficulties and may not be able to clear their electricity bills due to economic challenges.
However, he also highlighted that electricity revenue plays a crucial role in maintaining the power infrastructure, improving supply systems and ensuring the smooth functioning of electricity services. According to the Chief Minister, the government needs to evaluate whether similar amnesty schemes should be introduced again in the future.
The power sector remains one of the key governance challenges for Jammu and Kashmir, where authorities have to maintain electricity supply while managing financial pressures. The Chief Minister indicated that future policies should ensure that vulnerable families receive necessary help while responsible consumers are not discouraged.
The power bill debate took place during a politically active Jammu and Kashmir Assembly session. The House witnessed heated exchanges between the ruling National Conference and opposition BJP over several issues, including corruption allegations, government commitments, reservation matters and electricity tariffs.
BJP legislators staged a walkout during the session after disagreements over discussion demands and political issues. The Assembly proceedings reflected the continuing political contest between the ruling alliance and opposition parties over governance, development and public concerns.
Amid the political confrontation, Omar Abdullah also praised BJP MLA Yudhvir Sethi for remaining inside the Assembly when other party members walked out. Sethi continued participating in the proceedings and raised questions related to public issues.
Omar Abdullah appreciated his decision to use the Assembly platform despite his party’s protest, turning the incident into another major talking point during the session.
The Assembly session also witnessed debate over the demand to restore a holiday linked with Sheikh Mohammad Abdullah’s birth anniversary. National Conference legislators raised the issue, while BJP members opposed the demand and raised slogans supporting Maharaja Hari Singh. The disagreement highlighted continuing political differences over Jammu and Kashmir’s history, identity and public recognition of important personalities.
Along with power sector concerns, the Jammu and Kashmir government highlighted plans to expand tourism infrastructure across Jammu division. The government discussed development plans for destinations including Suchetgarh, Shiv Khori, Bhaderwah, Basohli and Mansar.
Officials said the focus is on strengthening tourism circuits, improving visitor facilities and promoting Jammu as a year-round tourism destination. The administration also highlighted digital campaigns, travel events and promotional initiatives aimed at generating employment through homestays, tourism services and local businesses.
