Indian Railways has revised its ticket cancellation and refund rules, cutting refunds for last-minute cancellations to curb black marketing while introducing flexible boarding and coach upgrade options for passengers.

New Delhi: In a significant policy shift, Indian Railways has introduced stricter ticket cancellation and refund rules aimed at tackling misuse and large-scale black marketing of tickets. The revised framework reduces refund amounts for last-minute cancellations while encouraging more planned travel.
Under the updated rules, passengers cancelling confirmed tickets less than eight hours before departure will not receive any refund. This marks a major departure from earlier provisions, where refunds were more lenient even closer to the travel time.

For cancellations made between 24 hours and eight hours before departure, only 50 per cent of the fare will be refunded, subject to minimum charges.
The new policy introduces a tiered refund system based on how early a ticket is cancelled:
More than 72 hours before departure: Maximum refund after a minimal flat cancellation fee
72 to 24 hours before departure: 25 per cent of the fare deducted
24 to 8 hours before departure: 50 per cent deduction
Less than 8 hours: No refund
Previously, passengers could receive a full refund for cancellations made up to 72 hours in advance, making the new rules significantly stricter.
In a passenger-friendly move, the Railways has simplified offline ticket cancellations. Travellers can now cancel tickets from any railway station, regardless of where the booking was made.
Additionally, passengers are allowed to board the train from a station after the originally selected boarding point. The official mobile app also enables easy updates to boarding stations.

The Railways has also introduced a new feature allowing passengers to upgrade their coach category before travel. Commuters can opt for a higher class, such as First AC, up to 30 minutes before departure, provided seats are available.
This facility will be accessible through the official Railways mobile application, offering greater flexibility and comfort to passengers.
The overhaul reflects the Railways’ broader push towards improving transparency, curbing malpractice, and enhancing passenger convenience. By tightening refund rules and adding flexible options, the new system aims to strike a balance between discipline and ease of travel.
