Lucknow: The Yogi government is stepping up efforts to establish Uttar Pradesh as a major hub for pharmaceutical and biotechnology manufacturing. As part of this initiative, the state government has taken a significant step towards developing Pilibhit, in the Terai region, as a new centre for the bio-pharma industry.

In line with Chief Minister Yogi Adityanath's vision, the Uttar Pradesh State Industrial Development Authority (UPSIDA) is developing a modern industrial area spread across 951.79 acres at Bhara Pachpera in Amaria tehsil of Pilibhit.

200 acres earmarked for Bio-Pharma Park

Of the total area, 200 acres have been earmarked for a Bio-Pharma Park. The facility will promote the manufacturing of advanced biological medicines, including vaccines, insulin, gene therapies and monoclonal antibodies. The initiative aims to create a new industrial ecosystem in the state for biotechnology-based manufacturing, research and innovation.

Dr G.N. Singh, Director and Special Expert at the Uttar Pradesh Promote Pharma Council, said Chief Minister Yogi Adityanath was focused on expanding industrial development beyond major cities and creating new investment and employment opportunities at the regional level. In keeping with this vision, the government is taking forward a major industrial project in Pilibhit's Terai region.

The Yogi government aims to encourage pharmaceutical and biotechnology-based manufacturing within the state, attracting investment and generating employment for local youth. The Bio-Pharma Park is an important step in this direction, Dr Singh said.

Industrial area to cover 951.79 acres

Dr Singh said the industrial area at Bhara Pachpera is being developed across 951.79 acres. Of this, 575.79 acres have been designated for industrial plots, 60.98 acres for common facilities, 109.23 acres for green areas and 96.20 acres for the road network. Land has also been earmarked for populated areas and other categories.

Currently, 14 plots are available for allotment in the industrial area, while the Bio-Pharma Park is being developed across 200 acres.

Dr Singh said the park would cater to the requirements of pharmaceutical formulations and biotechnology-based production. Companies manufacturing vaccines, insulin, gene therapies and monoclonal antibodies will be encouraged to establish their units there. These products play an important role in modern medicine and the treatment of serious diseases. The project is expected to expand opportunities for high-technology pharmaceutical manufacturing in Uttar Pradesh.

Climate and connectivity offer advantages

He also pointed out that Pilibhit's temperature and climatic conditions were considered favourable for bio-formulation-related activities. Temperature plays a particularly important role in the manufacturing and storage of biological medicines. The region's geographical and climatic conditions are therefore expected to benefit the bio-pharma industry.

Pilibhit's geographical location is another advantage for the project. The district is close to the Nepal border and has strong railway connectivity. It is also connected to major cities such as Bareilly and Lucknow.

The Bhara Pachpera industrial area is located around 36 kilometres from Pilibhit city, 100 kilometres from Bareilly and approximately 300 kilometres from Lucknow and Delhi.

This connectivity is expected to facilitate the supply of raw materials, transportation of finished products, and overall industrial activity. Its proximity to the Nepal border could also make the region strategically important for future exports and regional trade.

Biotechnology institute and skill development plans

The project will extend beyond setting up industrial units, with a focus on developing a skilled workforce for the biotechnology sector. Plans include establishing a Biotechnology Technology Institute, along with dedicated wings for skill development and incubation.

These initiatives are expected to encourage training, technological development, and startup activity in the biotechnology and pharmaceutical sectors. They will also help equip local youth with industry-relevant skills and connect them with employment opportunities.
