FIFA 2026 Rule Changes: What will happen if players cover their mouths or delay substitutions?

New Delhi: Football’s law-making body, the International Football Association Board (IFAB), has approved a series of significant rule changes that will come into effect at the 2026 FIFA World Cup in the United States, Mexico and Canada. The updates cover player behaviour, substitution procedures, VAR intervention and match management, aiming to improve discipline and reduce delays.

Strict Action on Player Conduct and Protests

One of the most notable changes targets player behaviour during confrontations. Players who cover their mouths with hands, arms or shirts while arguing with opponents will now face a straight red card. The rule follows incidents observed in top-level European football.

In another strict measure, any player who leaves the pitch in protest against refereeing decisions will also be shown a red card. Coaches encouraging such actions may face similar punishment, while teams responsible for match abandonment could forfeit the game.

Faster Substitutions and Anti-Delay Rules

New timing rules have been introduced for substitutions. Players being replaced must leave the field within 10 seconds through the nearest exit. Failure to comply will delay the incoming substitute until the next stoppage, potentially leaving the team temporarily short-handed.

Referees will also be empowered to penalise time-wasting during restarts such as throw-ins and corners. Officials can issue a five-second countdown, after which possession may be awarded to the opposition if the restart is not taken.

Expanded VAR Powers and Match Control

The Video Assistant Referee system will now have broader authority. VAR can review incorrectly awarded corner kicks before play restarts, as well as fouls committed during attacking phases following restarts. It can also intervene in cases of mistaken identity or incorrect second yellow cards.

Player Safety and Hydration Breaks Added

Medical protocols have also been updated. Outfield players receiving treatment must leave the field for one minute before returning, with exceptions for goalkeepers and serious injuries. Additionally, mandatory hydration breaks will be introduced in each half due to concerns over high temperatures at host venues.
