Kushinagar: The Minister-in-Charge of Kushinagar and Hon’ble State Minister (Independent Charge) for Horticulture, Agricultural Marketing, Agri-Foreign Trade, and Agricultural Exports, Dinesh Pratap Singh, described the Developed India- Employment and Livelihood Guarantee Mission (Rural) (VB GRAM G) Bill as a historic and visionary step for rural India.

Addressing a press conference, Shri Singh said the new legislation addresses the shortcomings of the existing MGNREGA law and provides a fresh framework to ensure employment, income security, and sustainable rural infrastructure.

Guaranteed 125 days of employment

Under the new Bill, rural residents aged 18 years and above will be guaranteed 125 days of employment per financial year, up from the previous limit of 100 days. The Minister emphasized that this increase will help boost household income and strengthen livelihoods in villages across the state.

The Bill prioritizes work under four key categories: water security, rural infrastructure, livelihood-linked activities, and projects mitigating climate or seasonal risks. This targeted approach is expected to ensure efficient use of resources. Additionally, Gram Panchayat Development Plans will be made mandatory and aligned with national initiatives like PM Gati Shakti, enabling better planning and implementation.

Highlighting the benefits, the Minister said the mission will provide better irrigation, water conservation, storage facilities, and market connectivity for farmers, while workers will have guaranteed employment for 125 days, potentially increasing their income by 25%. The initiative is also expected to reduce migration, improve rural assets, and strengthen the overall rural economy.

Wages will be paid digitally

To ensure transparency, wages will be paid digitally, directly into bank accounts through Aadhaar and biometric verification. Shri Singh added that if employment is not provided on time, an unemployment allowance will be mandatory.

Addressing financial implications, the Minister clarified that the Bill will not impose additional burdens on states. The Centre-State funding ratio remains 60:40 for general states, with special provisions for North-Eastern, Himalayan states, and Union Territories. Additional support will also be available during disasters.

Singh noted that the 2005 MGNREGA law no longer fully meets the evolving needs of rural India. The new Bill, he said, provides a modern, robust, and accountable employment guarantee system, balancing the interests of villages, farmers, and workers.

Concluding the press conference, the Minister said the mission will serve as a strong foundation for a self-reliant and prosperous rural India, paving the way for sustainable growth and improved livelihoods.
