Patna: Bihar Chief Minister Nitish Kumar has announced a landmark initiative aimed at creating employment opportunities for one crore youth in the state by 2030. The ambitious plan focuses on large-scale skill development, high-quality technical education and strong monitoring mechanisms to ensure that the employment target is achieved. To strengthen these efforts, the state government has approved the formation of three new departments, including the Youth, Employment and Skill Development Department, the Higher Education Department and the Civil Aviation Department.
The Youth, Employment and Skill Development Department will play a central role in fostering entrepreneurship and employment. It is set to implement multiple schemes designed to help young people secure jobs and establish their own ventures. In addition, the government plans to create a Directorate of Micro, Small and Medium Enterprises along with the Bihar Marketing Promotion Corporation. These institutions are expected to facilitate access to government jobs, self-employment opportunities and targeted skill development programs.
Each district will soon feature a Mega Skill Centre under the MSME Directorate. These centres will provide specialized training in sectors linked to micro, small and medium industries, widening the employment base for Bihar’s youth and equipping them with practical skills aligned with market demands.

The new Higher Education Department aims to drive qualitative reforms in the state’s education sector. Its primary focus will be to promote research and innovation, strengthen technical and vocational education and make employment-oriented learning accessible to students from all socio-economic backgrounds. The department will ensure that higher education contributes directly to preparing students for the job market and entrepreneurial ventures.
Speaking on Bihar’s aviation development, Chief Minister Kumar highlighted the construction of new airports and the proposed expansion under the Udaan scheme. The creation of a dedicated Civil Aviation Department is expected to accelerate these efforts, supporting both large and small airports. This initiative is set to enhance the industrial environment, create jobs and boost the export potential of products made in Bihar.
