Patna: With hardly a week to go for the 1st phase voting on 6 November, The National Democratic Alliance (NDA) has released its manifesto with 25 key promises including creating 1 crore government jobs and empowering 1 crore women as “Lakhpati Didis.”
During the program, the NDA unveiled its manifesto, officially titled the ‘Sankalp Patra’
The menifesto was jointly released for the Bihar Assembly elections in a joint Press Conference at Hotel Maurya in Patna on Friday.
Chief Minister and JDU President Nitish Kumar, BJP National President JP Nadda, LJP (Ram Vilas) chief Chirag Paswan, Hindustan Awam Morcha (HAM) supremo Jitan Ram Manjhi, and Rashtriya Lok Morcha (RLM) chief Upendra Kushwaha, along with other NDA leaders, were present.
Deputy Chief Minister Samrat Chaudhary addressed the press conference alone. No other top NDA leader addressed the event. The NDA’s manifesto includes 25 key promises related to employment, development, education, and health.
Key promises of the Bihar NDA’s manifesto:
- 1 crore government jobs and employment
- Skill-based employment will be provided through a skill census.
- Bihar will be established as a global skilling hub by establishing mega skill centers in every district.
- Women will be provided assistance of up to ₹2 lakh under the Chief Minister’s Women’s Employment Scheme.
- 1 crore women will be made “Lakhpati Didi” (Lakhpati Didi).
- Through the “Mahila Mission Crorepati,” work will be done to make identified women entrepreneurs millionaires.
- Support of Rs 10 lakh will be provided to various business groups from the Most Backward Classes.
- A high-level committee will be formed under the chairmanship of a retired Supreme Court judge to assess the social and economic status of various castes of the Most Backward Classes and recommend appropriate steps for their empowerment.
- Respect for every farmer, fair price for every crop.
- By launching the Karpoori Thakur Kisan Samman Nidhi, farmers will be given a benefit of Rs3,000 per year, totaling Rs 9,000.
- Investing Rs 1 lakh crore in agri-infrastructure.
All major crops (paddy, wheat, pulses, and maize) will be procured at the Panchayat level at the Minimum Support Price (MSP). - The “Fish-Milk Mission” scheme will provide a total benefit of Rs 9,000 to each fish farmer.
- The “Bihar Milk Mission” will be launched, with chilling and processing centers established at every block level.
- Five mega food parks will be established, doubling agricultural exports.
- Self-sufficiency in pulses production will be achieved by 2030.
- The Bihar Gati Shakti Master Plan will be presented.
Seven expressways will be built. - 3,600 kilometers of rail track will be modernized.
The Amrit Bharat Express and Namo Rapid Rail services will be expanded. - Metro services will be launched in four new cities.
Modern urban development and connectivity. - A greenfield city will be developed in “New Patna” and satellite townships in major cities.
- The birthplace of Mother Janaki will be developed as a world-class spiritual city, “Sitapuram.”
- A greenfield international airport will be developed near Patna and international airports will be developed in Darbhanga, Purnia, and Bhagalpur.
- From 10 new cities Domestic flights will be launched.
- Guaranteeing an Industrial Revolution and a New-Age Economy.
- The Vikasit Bihar Industrial Mission will bring about an industrial revolution with an investment of Rs 1 lakh crore.
- The Vikasit Bihar Industrial Development Master Plan will be developed.
- State-of-the-art manufacturing units and 10 new industrial parks will be developed in each district.
Bihar will be established as a ‘global back-end hub’ and a ‘global workplace’. - Investments worth Rs50 lakh crore will be attracted under the New-Age Economy.

- 125 units of free electricity
- Free treatment up to Rs 5 lakh
- 5 million new pucca houses
- Social security pensions will be provided
- All students from poor families will be provided
free quality education from KG to PG. - Mid-day meals will be provided with nutritious breakfast and modern skill labs in schools.
- A world-class ‘Education City’ will be established.
- Prominent district schools will be revamped with Rs 5,000 crore.
- To establish Bihar as the country’s AI hub, ‘Centers of Excellence’ will be established to provide AI training to every citizen.
- Hub construction (textile, tech, export)
Bihar will be developed as a global export center for makhana, fish, and other products. - Mithila Mega Textile and Design Park and Ang Mega Silk Park will transform Bihar into the textile and silk hub of South Asia.
- Establishment of a Defense Corridor, Semiconductor Manufacturing Park, Mega Tech City, and Fintech City as the new tech hub of Eastern India.
- “Vocal for Local” will be promoted through 100 MSME parks and 50,000+ cottage enterprises.
- A world-class Medicity will be built.
- The construction of approved medical colleges in every district will be completed on time.
- State-of-the-art super-specialty hospitals and special schools dedicated to pediatrics and autism will be established.
- Bihar Sports City will be built. Dedicated “Centers of Excellence” will be established in each division for identified priority sports.
- All Scheduled Caste students studying in higher educational institutions will be given Rs.
- 2,000 per month. Residential schools and special venture funds for entrepreneurs will be established in every sub-division.
- Auto-taxi-e-rickshaw drivers will be provided life insurance of Rs 4 lakh.
- These drivers will be provided collateral-free vehicle loans at minimal interest rates. Those working in the unorganized sector
