New Delhi: Odisha Chief Minister Mohan Charan Majhi on Friday presented a Rs 3.10 lakh crore budget for the financial year 2026-27, outlining the government’s priorities in agriculture, rural development and social welfare.
Of the total outlay, Rs 1,80,000 crore nearly 58 per cent has been allocated for programme expenditure. Administrative expenditure has been pegged at Rs 1,14,000 crore, while Rs 5,375 crore has been set aside for Disaster Risk Management Funds.
Presenting his government’s third budget in the Assembly, Majhi emphasised that the spending plan aims to balance growth with social equity.

The budget estimates a capital outlay of Rs 72,100 crore, accounting for 6.5 per cent of the Gross State Domestic Product (GSDP) and 23.3 per cent of the overall state budget. The government said this investment will be directed toward infrastructure expansion, rural connectivity, irrigation, and public services.
Officials indicated that strengthening capital expenditure remains central to boosting economic activity and generating employment opportunities across districts.
A key highlight of the budget is its emphasis on women and girl child welfare. Under a new initiative titled ‘Mukhyamantri Kanya Sumangal Yojana’, the government aims to support higher education for girls from economically weaker sections.
Under the scheme, a savings instrument worth Rs 20,000 will be created in the name of eligible newborn girls. Upon successful completion of graduation, beneficiaries will receive Rs 1,00,001.

Majhi said the vision behind the programme is to ensure that every girl child in the state completes her graduation, reinforcing the government’s broader goal of empowering women through education and financial security.
The budget continues to prioritise rural development and agriculture, recognising their role in Odisha’s economy. Increased programme expenditure is expected to fund irrigation projects, farmer welfare schemes, rural housing and village infrastructure upgrades.
With a mix of capital investment and social sector schemes, the state government has positioned the 2026-27 budget as a roadmap for inclusive growth while maintaining fiscal discipline.
