Security agencies buste major conspiracy in state
Imphal: Security agencies in Manipur have busted a major conspiracy related to smuggling of weapons from Myanmar, which can have an impact across the country. The investigation is focused on a case in which some members of the banned militant organization United National Liberation Front (UNLF-P) are accused of importing weapons from Myanmar and selling them in different parts of the country.
Main accused 'Richard' arrested
In this case, the police have arrested four people in the last week of June. The most important name among them is Sinam Somendrao Meitei alias 'Richard', who describes himself as Lieutenant Colonel and Project Secretary of UNLF-P. Richard's arrest is also raising questions on the credibility of the peace process of this organization.
Weapons not deposited despite peace talks
UNLF-P had signed a ceasefire agreement with the government in November 2023. But since then, neither has the organization deposited its weapons, nor has it given a list of its members. On the contrary, some members are still found involved in extortion and illegal activities.
How was the arms smuggling exposed?
On June 24, information was received about a gang involved in arms smuggling in the Imphal area. Based on this, the owner of a gun house named Lonchanba Nongthombam was detained. The information received from him revealed Richard's role.
How was the smuggling happening?
According to officials, weapons were being brought to India from Myanmar, especially taking advantage of the loose border of Manipur. Then they were being sold in different parts of India with the help of fake documents and some registered gun houses. One such case has also been caught in Punjab. Investigation is also being done in other parts of the country. Under Section 10 of the Indian Arms Act, bringing and selling foreign weapons without permission is a serious offense. Only players participating in international sports are allowed to bring foreign weapons with special permission.
What was recovered?
Four American weapons, an Austrian revolver, an Indian pistol, several bullets, wireless sets and expensive mobile phones were recovered in the raid at Richard's house.
Richard's criminal history
First arrested under UAPA (Unlawful Activities Prevention Act) in 1995. Arrested again in 2005 and 2006 in cases of extortion and terrorism. Also arrested in Shillong in 2006. In 2003, he was involved in transporting militants and foreign exchange transactions between Bangladesh and Guwahati.
Questions raised on the intention of the peace agreement
The UNLF-P had promised to lay down arms and give up violence in 2023. But now it is becoming clear that some members are misusing the peace process. Security agencies had already warned that this agreement could just be a ploy to avoid action. Some UNLF-P members have been found involved in violent incidents even in 2024 and even looted weapons from the security forces.
