This issue forced thousands of students and unemployed people to take to the streets. As soon as news of rigging in the examination, held on September 21st, surfaced, youth in various districts began protesting against the government and recruitment agencies.

Unemployed people and students protested vigorously in several districts, including Champawat, Dehradun, Srinagar Garhwal, Pauri, Bageshwar, Chamoli, and Pithoragarh. The youth demanded a CBI investigation into the irregularities in the recruitment examinations and strict punishment for those responsible for the paper leak. A large number of people participated in the protests, and the police detained approximately 400 protesters.
Several exams conducted by the Uttarakhand Subordinate Services Selection Commission (UKSSSC) have been cancelled in the past due to paper leaks. This is a sign of the ever-increasing corruption and flaws in the examination system, which is eroding youth's trust in the government and recruitment agencies.
The government has formed two separate committees to resolve this dispute. One committee is discussing the creation of a new selection commission system, while the other is recommending the continuation of the current selection commission. This confusion has further dissatisfied youth, as no clear decision has been taken by the government on this issue so far.
Youth say they are tired of taking exams repeatedly, yet their dreams remain unfulfilled due to corruption and rigging. They demand that the government take strict action against the culprits and ensure the recruitment process is completely transparent and fair.
In the last five years, cases of paper leaks have been reported in more than 65 recruitment examinations across the country. This problem is particularly severe in Uttarakhand, Rajasthan, Uttar Pradesh, Bihar, and Himachal Pradesh. In 2021, a major paper leak case was reported in Uttarakhand, in which 59 people were arrested and a charge sheet was filed against 130 accused.
