Shahzad Bhatti Network becomes the 46th organisation listed as terrorist under UAPA. (Images: Google)
New Delhi: The Centre on Wednesday declared the Shahzad Bhatti Network (SBN), a Pakistan-based organisation, a terrorist organisation under the Unlawful Activities (Prevention) Act (UAPA). Union Home Minister Amit Shah announced the decision, saying the action reflects the government’s approach of maintaining a strict policy against terrorism.
According to the Union Home Ministry notification, SBN has been included in the First Schedule of the UAPA under Section 35(1)(a), which contains the list of organisations designated as terrorist groups under Indian law.
The Home Ministry said the decision was based on its assessment that SBN was involved in activities linked to terrorism and posed a threat to India’s internal security. The notification alleged that the network was involved in smuggling arms, explosives and narcotics across borders, while also attempting to recruit and influence young people and local criminals for unlawful activities.
The government also alleged that the group used digital platforms to spread provocative content and promote activities that could disturb public order.
The Home Ministry notification cited cases registered against alleged members of SBN under various laws, including the UAPA, Bharatiya Nyaya Sanhita (BNS), Arms Act, Explosives Act and Information Technology Act. The ministry said the organisation was allegedly involved in efforts to radicalise individuals, mobilise resources and coordinate with other banned groups. Officials also alleged that the network targeted critical locations by gathering information through local associates.
The latest action comes weeks after a nationwide operation was carried out against alleged SBN-linked networks. According to the Ministry of Home Affairs, agencies conducted coordinated searches across 14 states, leading to more than 200 arrests and several FIRs. The operation involved state police forces and intelligence coordination mechanisms to disrupt alleged plans linked to the network.
The Home Ministry has described SBN as a Pakistan-based terror syndicate allegedly supported by foreign handlers. Officials have linked the group to alleged attacks involving explosives and other violent activities, while also accusing it of using local networks for logistics and surveillance. Authorities said investigations into alleged associates and related cases are continuing.
Under the UAPA, organisations added to the First Schedule receive the legal designation of terrorist organisations. With the addition of Shahzad Bhatti Network, the number of organisations listed under the category has increased to 46.
