Delhi Pollution Crisis: Schools up to class 5 shift to hybrid mode as GRAP-3 enforced

Due to increasing pollution in Delhi-NCR, the Air Quality Management Commission has implemented GRAP-3. The Delhi government has decided to operate all schools up to grade 5 in hybrid mode. Schools will now operate through both online and offline modes.

New Delhi: Air pollution has again worsened in Delhi-NCR. The Air Quality Index (AQI) has exceeded 800 in many areas. In light of the situation, the Commission for Air Quality Management (CAQM) has decided to implement GRAP Stage-3. Immediately following this, the Delhi government ordered schools up to grade 5 to operate in hybrid mode.

Hybrid Mode Decision to be Implemented

The Delhi government has issued instructions stating that this decision will apply to all government, private, and aided schools.
Now, classes from nursery to grade 5 in every school operating in Delhi will operate in hybrid mode. This arrangement will remain in effect until further notice. The government states that this move aims to protect young children from the dangers of pollution.

What Is Hybrid Mode?

• The government has clarified that schools will operate in a hybrid mode, both online and offline.
• That is, teachers will attend school, while students will study through online classes.
• If air pollution levels decrease in the coming days, children may be called to school in a phased manner.
• Schools have also been asked to provide children with necessary study materials and assignments online.

Decisions Likely Soon In Other NCR Districts

This decision has been implemented in Delhi, but no official order has yet been issued by the administration in other NCR cities—Ghaziabad, Noida, Faridabad, Gurugram, and Sonipat.

However, with the implementation of GRAP-3, it is expected that similar guidelines for schools will soon be issued in these cities as well.

What is GRAP-3 And When Does It Come Into Effect?

• GRAP, or Graded Response Action Plan, is a system designed to control rising levels of air pollution.
• According to Supreme Court guidelines, when the AQI exceeds 350, GRAP-3 is implemented.
• At this stage, decisions can be made to limit or close schools, colleges, and construction work.
• For now, schools have been instructed to continue classes in hybrid mode instead of closing them.
