Haryana: The controversy surrounding the alleged suicide of Haryana IPS officer Y Puran Kumar deepened on Sunday as a 31-member committee—Shaheed Y Puran Singh Nyaya Sangharsh Morcha—gave a 48-hour ultimatum to the Haryana government and Chandigarh administration to remove DGP Shatrujeet Kapur from his post. The committee, which held a mahapanchayat in Chandigarh, also demanded the arrest of former Rohtak SP Narendra Bijarniya, both of whom were named by Kumar’s wife, IAS officer Amneet P Kumar, for allegedly abetting her husband’s suicide.

Heavy police deployment surrounded the mahapanchayat venue as tensions rose following a controversial remark by former MP Raj Kumar Saini, which briefly disrupted the gathering. Calm was restored after intervention from organisers.

Family Refuses Autopsy Until Demands Are Met

Nearly six days after Kumar’s death, his post-mortem and cremation remain pending, as his family continues to withhold consent until all accused officers are removed and booked under the correct legal provisions.

“The DGP must be removed, and both officers should be arrested. If the government fails to act within 48 hours, we will announce our next course of action,” said a spokesperson of the committee.

Family members and community representatives fear that performing the last rites before justice is ensured may lead to official inaction. “The Dalit community and family have lost faith in the government’s promises,” said committee member Karamvir, questioning the progress of the Special Investigation Team (SIT) formed by Chandigarh Police.

FIR Updated with Stronger SC/ST Act Provisions

Following Amneet P Kumar’s appeal, police have now invoked Section 3(2)(v) of the SC/ST (Prevention of Atrocities) Act in the FIR. The section carries life imprisonment for offences against members of Sthe cheduled Castes or Tribes when linked to serious crimes under the IPC.

Earlier, the FIR included Section 108 (abetment of suicide) and Section 3(1)(r) of the SC/ST Act. Amneet, however, argued that these were “diluted sections” and demanded stronger provisions and the inclusion of all eight officers named in her complaint.

What's The Response From the Government?

The Haryana government on Saturday transferred former Rohtak SP Bijarniya, replacing him with IPS officer Surinder Singh Bhoria, amid growing public pressure. Chief Minister Nayab Singh Saini assured that “action will be taken against the guilty, irrespective of rank or position”, urging opposition parties not to politicise the tragedy.

Senior officials, including Chief Secretary Anurag Rastogi, Principal Secretary Rajesh Khullar, and ministers Krishan Lal Panwar and Krishan Kumar Bedi met the grieving family to persuade them to consent to the post-mortem.

Eight Officers Named in Suicide Note

Puran Kumar, a 2001-batch IPS officer and Inspector General of the Police Training Centre (PTC), Rohtak, allegedly shot himself at his Chandigarh residence on October 7. In an eight-page note, he accused eight senior officers—including DGP Kapur and former SP Bijarniya—of harassment, humiliation, and caste-based discrimination.

A six-member SIT led by Chandigarh IG Pushpendra Kumar is currently investigating the case to ensure a “prompt and impartial probe.”
