Lucknow: Uttar Pradesh has reshuffled the responsibilities of five PCS officers, with Satyam Mishra being appointed CEO of the Shri Kashi Vishwanath Temple and Vishisht Kshetra Varanasi Development Council. The administrative changes have also altered key assignments in Prayagraj, Firozabad and Lucknow.
The latest PCS reshuffle has drawn attention primarily because of the change at the Kashi Vishwanath Temple, one of the most closely watched administrative assignments in Varanasi. Mishra, who was serving as Additional District Magistrate (City), Prayagraj, will now take charge of the temple administration and the associated development council.
According to the transfer order, Satyam Mishra has been moved from Prayagraj to Varanasi and appointed Chief Executive Officer of the Shri Kashi Vishwanath Temple and Vishisht Kshetra Development Council.
The appointment follows the recent transfer of Vishwabhushan Mishra, who had been serving as the temple CEO. Vishwabhushan Mishra was transferred to the Uttar Pradesh Subordinate Services Selection Commission (UPSSSC) as Deputy Secretary earlier this week.
The CEO position carries administrative responsibilities related to the temple and the wider designated development area, making the change significant for the day-to-day functioning of the Varanasi shrine administration.
The reshuffle has also resulted in a change in the administrative arrangement in Prayagraj.
Manglesh Dubey, who was serving as Sub-Divisional Officer in the consolidation department in Prayagraj, has been given additional charge of Additional District Magistrate (City), Prayagraj, according to the order cited in the transfer reports.
The change comes following Mishra’s movement to Varanasi and ensures that the ADM City responsibilities in Prayagraj continue to be handled alongside Dubey’s existing assignment.
Arvind Kumar Dwivedi has also been given a new posting. He was serving as Additional District Magistrate (Judicial) in Firozabad and will now take charge as Joint Secretary at the Lucknow Development Authority.
His transfer shifts him from a district-level judicial administration role to an assignment within the capital’s development authority, placing him in charge of responsibilities associated with the LDA.
Seema Pandey, who was serving as Additional Municipal Commissioner at the Varanasi Municipal Corporation, has been appointed Additional District Magistrate (Judicial) in Firozabad. Her new assignment moves her from municipal administration in Varanasi to a district-level judicial administrative role in Firozabad.
The latest order also changes the earlier transfer decision involving Abhay Kumar Pandey. Currently posted with the Kanpur Development Authority, Pandey had earlier been transferred to the post of Additional District Magistrate (Finance and Revenue), Kasganj. That transfer has now been cancelled. As a result, Pandey will continue in his existing assignment with the Kanpur Development Authority.
The appointment of a new CEO comes at a time when the Kashi Vishwanath Temple administration remains closely associated with crowd management, devotee facilities and the operational management of one of Varanasi’s most prominent religious destinations.
The previous CEO, Vishwabhushan Mishra, had taken charge in February 2024 and was transferred to UPSSSC earlier this week. Reports on his tenure have highlighted initiatives involving temple management and facilities for devotees.
With Satyam Mishra now taking over, attention will turn to how the new administrative leadership handles the temple’s ongoing operational responsibilities and the wider development council.
Satyam Mishra will assume the responsibilities of CEO of the Shri Kashi Vishwanath Temple and Vishisht Kshetra Development Council, while the other officers will move into their respective new or additional assignments as specified in the transfer order.
The latest changes are part of a broader series of administrative reshuffles in Uttar Pradesh in September, including transfers involving IAS and PCS officers across several departments and districts.
