FIR Filed Against Haryana DGP and Other Top Officers
Chandigarh: A major controversy has erupted within the Haryana Police, with serious allegations leveled against several senior officials following the suspicious death of senior IPS officer Y. Puran Kumar. The case has now become the subject of a serious investigation.
The body of 52-year-old Y. Puran Kumar was found in his home in Sector 11, Chandigarh. A pistol and an 8-page suicide note were recovered from his possession. The note, typewritten and signed, describes him as a victim of long-standing caste discrimination, mental harassment, and public humiliation.
An FIR has been filed against Haryana Director General of Police (DGP) Shatrujeet Singh Kapoor, Rohtak Police Chief Narendra Bijarnia, and several other officers based on a complaint filed by Puran Kumar's wife, Dr. Amneet P. Kumar.
The case was registered at the Sector 11 police station under sections 108 and 3(5) of the Indian Penal Code (IPC) and section 3(1)(r) of the SC/ST (Prevention of Atrocities) Act. The investigation is ongoing, and no official statement has yet been issued from any of the accused officers.
Dr. Amneet P. Kumar, who was on a government tour to Japan at the time, went straight to the police station upon her return. She described her husband's death as "systemic murder," not suicide.
She stated unequivocally that senior officers subjected her husband to constant torture and mental pressure and repeatedly insulted him because of his caste.

She also stated that she would not allow a post-mortem examination of her husband's body until action was taken against the accused. The post-mortem was conducted only after the FIR was filed.
Chandigarh Police seized a pistol, mobile phone, laptop, and other digital evidence from the scene. The Central Forensic Science Laboratory (CFSL) is investigating these matters. The suicide note and the authenticity of the weapon are also being examined to determine if there was any foul play.
Puran Kumar's death has not only raised questions about the functioning of the Haryana Police but also highlights how issues like caste discrimination and mental harassment remain deeply ingrained in the system.
