Gurugram: The Chief Justice of India, Surya Kant  inaugurated the new District Court Complex in Gurugram, describing the “Tower of Justice” as an important step towards improving judicial capacity and bringing citizens closer to justice.

Recalling his association with the project, the CJI said he had performed the foundation-laying ceremony of the complex in January 2017 while serving as a judge of the Punjab and Haryana High Court.

Complex Has 56 Courtrooms

The newly developed complex has 56 courtrooms. However, Gurugram currently has 63 judicial officers, and officials estimate that another 50 courts may be required for the effective and timely disposal of pending cases.

The CJI noted that Gurugram had transformed from an agriculture-dominated area into a major centre for business, innovation and investment. The city hosts regional offices of more than half of the Fortune 500 companies, alongside over 1,500 Indian companies and start-ups.

Growing Caseload Puts Pressure on Judiciary

Gurugram courts currently have more than 24,000 civil disputes, nearly 1,000 commercial cases and over one lakh matters under the Negotiable Instruments Act pending.

The CJI said the additional infrastructure would enable more hearings, accelerate case disposal and enhance judicial capacity, particularly for commercial and cheque-related disputes.

Modern Facilities and Arbitration Centre

The complex includes video-conferencing facilities and an organised judicial malkhana. It also proposes an International Arbitration Centre to operate under the supervision of the Punjab and Haryana High Court.

A ladies’ bar room has been developed for women advocates, along with childcare facilities intended to create a more dignified and supportive working environment.

He thanked the Haryana government, the High Court, district judiciary and all those involved in completing the project.
