New Delhi: The Delhi government has decided to implement the Centre’s ‘Rah-veer’ scheme, under which citizens who help seriously injured road accident victims during the crucial golden hour will receive a cash reward of Rs25,000 along with a citation.

Chief Minister Rekha Gupta said the initiative aims to encourage people to assist accident victims without fear of legal trouble or police harassment. The scheme, introduced by the Ministry of Road Transport and Highways, is designed to reduce road accident fatalities by promoting timely medical intervention.

Focus on Golden Hour

Under the scheme, anyone who provides immediate help and ensures that a seriously injured person is taken to a hospital or trauma centre within the golden hour will be eligible for the award. Even if multiple victims are rescued in a single incident, the maximum reward per case will remain Rs25,000.

Additionally, 10 outstanding rescuers from across the country will receive a national-level award of Rs1 lakh each annually, along with a certificate of recognition.

Legal Protection for Good Samaritans

The Chief Minister emphasized that the scheme offers legal protection to Good Samaritans who voluntarily assist injured persons. In a city like Delhi, where thousands of vehicles ply daily, quick medical assistance can make the difference between life and death, she said.

Comparison with Earlier Scheme

Earlier, during the tenure of former Chief Minister Arvind Kejriwal, Delhi had implemented the ‘Farishtey’ scheme, which provided an honorarium of Rs2,000 to those helping accident victims. However, that scheme was later discontinued.

Monitoring and Implementation

To ensure transparency, a district-level evaluation committee will be formed, comprising the District Magistrate, senior police officials, the Chief Medical Officer, and the Regional Transport Officer. The reward amount will be transferred directly to beneficiaries’ bank accounts through a digital platform. The central government will provide initial financial assistance to support the scheme’s rollout.

The Delhi government expressed confidence that effective implementation of the Rahveer scheme will strengthen both road safety and humanitarian response in the national capital.
