

In a major move, the Haryana government has placed DGP Shatrughan Kapoor on extended leave and registered an FIR against all officials named in IPS officer Y. Puran Kumar’s suicide note, following intense pressure from the family.
FIR Filed Against Haryana DGP and Other Top Officers
Chandigarh: Significant action has been taken in the suicide case of senior Haryana IPS officer Y. Puran Kumar. Following pressure from the officer’s family and the contents of his suicide note, the state government has sent DGP Shatrughan Kapoor on extended leave and registered an FIR against all the officials named in the note.
On October 7th, Y. Puran Kumar, a 2001-batch IPS officer and Inspector General of the Rohtak Police Training Centre, committed suicide by shooting himself with his service revolver in the soundproof basement of his home.

He had written an 8-page suicide note a day before his suicide, which he sent to his wife. At the time of the incident, his wife, IAS officer Amneet Puran Kumar, was on a government tour in Japan.
Puran Kumar named 13 senior officers in his suicide note, accusing them of persistent harassment and sabotaging his career. Of these, the most serious allegations were leveled against Haryana DGP Shatrujeet Kapoor and then-Rohtak SP Narendra Bijarnia.

He wrote that some of his fellow officers subjected him to caste-based harassment and threats. He cited abusive language used against him by a female IPS officer as a major reason for his suicide.
At the end of the note, he wrote, "I can't tolerate it anymore. Those who brought me to this situation are responsible for my death."
Puran Kumar's wife filed a formal complaint with the police, accusing all the accused officers, including the DGP, of harassment and malicious action and demanding their arrest.
The family refused the postmortem and last rites, stating that they would not accept the body until their demands were met.
Following this, the government took swift action:
Haryana Chief Minister Nayab Saini personally visited the victim's family and assured them of complete justice and strict action.
Opposition leader Rahul Gandhi is traveling to Chandigarh on October 14th to meet and pay tribute to the family. Several opposition leaders have already met with the family.
This case, which began with the suicide of a senior police officer, has become a serious administrative and moral crisis. The allegations in the suicide note have exposed the serious problem of internal harassment and work culture within the police and administrative systems.
Pressure from the family and public outrage have forced the government to take immediate action. All eyes are now on the direction the investigation unfolds and how justice is ensured.
