New Delhi: The Government has taken an important step regarding road safety. A new rule for two-wheeler manufacturers has been proposed. Under this rule, now when any person buys a new two-wheeler, it will be mandatory for the vehicle manufacturer to give him two helmets, reports Dynamite News correspondent.

In this regard the Ministry of Road Transport and Highways has issued a draft notification on 23 June, proposing amendment to the Central Motor Vehicles Rules, 1989.

This decision been taken with the aim of ensuring the safety of both the driver and the other passenger. According to the proposed rule, this arrangement will come into force within three months of the notification of new amended rules being published in the gazette.

Two Helmets Mandatory

The notification issued by the Ministry clearly states that it will be mandatory for two-wheeler manufacturing companies to provide two protective helmets (protective headgear) to the customer at the time of purchase of the vehicle as per the quality standards prescribed by the Bureau of Indian Standards (BIS).

Objective Of Provision

The objective of this provision is to provide quality and safety compliant helmets to the customers, so as to ensure the safety of both the passengers in case of an accident.

However, this rule will not apply to persons who are exempted from wearing helmets under Section 129 of the Motor Vehicles Act, such as members of certain religious communities.

ABS Mandatory

Apart from the helmet rule, the ministry has announced another important safety provision for two-wheelers. From January 1, 2026, all new two-wheelers in the L2 category, which have an engine capacity of more than 50CC or which can reach a speed of more than 50 kilometers per hour, will be required to have anti-lock braking system (ABS).

This ABS system will comply with Indian Standard IS14664:2010. ABS technology helps in balancing the vehicle and preventing it from skidding, especially in case of sudden braking at high speed.

Suggestions Are Open

This proposed rule is currently open for feedback from the public and stakeholders. Interested citizens and institutions can submit their suggestions within 30 days from the date of publication of this notification. You can share your suggestions, objections or opinions on comments-morth@gov.in. The ministry will consider all these feedback and issue the final notification.

The government said that this step has been taken to reduce road accidents and deaths across the country. Two-wheelers are the most affected in road accidents. Making safety equipment like helmets and ABS compulsory is expected to reduce the number of serious injuries and deaths in accidents.
