Hyderabad: Telangana Governor Shiv Pratap Shukla has nominated Mohammad Azharuddin and M. Kodandaram as members of the Telangana Legislative Council under the Governor’s quota.

The nominations, announced through an official notification, are subject to the final outcome of ongoing legal proceedings related to similar appointments.

Replacements for vacant positions

According to the notification, Azharuddin and Kodandaram have been nominated in place of D. Rajeshwar Rao and Farooq Hussain, whose terms ended in May 2023. The move fills long-pending vacancies in the Council.

The nomination comes as a significant development for Azharuddin, who is currently serving as a minister in the state government. Under constitutional provisions, a minister who is not a member of the legislature must get elected or nominated within six months to continue in office.

Azharuddin, who took oath as a minister in October 2025, was required to secure a seat in either the Assembly or the Council by the end of April 2026.

Cabinet recommendation and Governor’s approval

The Telangana Cabinet had recommended the names of Azharuddin and Kodandaram for nomination in August 2025. Chief Minister A. Revanth Reddy had also met the Governor earlier this month, seeking approval for the pending nominations.

The Chief Minister had expressed confidence that the nominations would be cleared, citing observations made by the Supreme Court of India, which allowed the state government to pursue the matter.

Legal challenges and past developments

The nominations are linked to a series of legal disputes over appointments under the Governor’s quota. Earlier, the Supreme Court had stayed similar nominations following petitions filed by leaders of the Bharat Rashtra Samithi.

The petitions challenged the appointments on the grounds that they violated interim court orders. The apex court had also observed that any such appointments would remain subject to the final outcome of the case.

Previously, the High Court had set aside certain nominations and clarified that the Governor could return recommendations for reconsideration but not reject them outright.

Awaiting final clarity

With the latest nominations now in place, their continuation will depend on the final verdict in the pending cases. The development is expected to have both political and legal implications in the state.
