Lucknow: In response to a spike in dog bite cases, the Uttar Pradesh government has introduced strict new measures for the handling of aggressive strays. As per the new guidelines, stray dogs in the state could face permanent shelter stays if found guilty of repeated biting without provocation.

The state government has directed all municipal bodies to implement new measures to prevent the rising dog bite cases. Principal Secretary of Urban Development, Amrit Abhijat, issued an order specifying unique punishments for aggressive and violent dogs.

Additionally, whenever a person takes an anti-rabies vaccine after a dog bite, the incident must be investigated. As per the new order, any dog that bites a human once will be taken to an Animal Birth Control (ABC) centre and will be kept under observation for at least 10 days.

In case, the same dog attacks again, without being provoked then it will be confined to the centre for the rest of its life.

Adoption Allowed With Strict Affidavit Rule

The new order by the UP government has also made adoption possible. However complete details of the adopter must be submitted along with an affidavit ensuring the dog will not be abandoned again. In case this condition is violated, legal action will follow.

This state action follows the Supreme Court's consideration of Delhi and NCR stray dog restrictions. Later, a larger bench clarified that, with the exception of rabid or aggressive animals, sterilisation, vaccination, and release should continue.

Panel To Determine Provoked Or Unprovoked Incidents

A three-member committee will be made to decide whether the attack by strau dog was provoked or unprovoked. The committee will include a veterinary doctor, an experienced animal handler, and a municipal representative.

In case, a dog reacts or attacks after being hit or pelted with stones then it will not be treated as an unprovoked bite.
