New Delhi: The Delhi Police has introduced a new 10-point strategy to strengthen its preparedness for major protests and public gatherings in the national capital following concerns over handling of large demonstrations at Jantar Mantar and nearby areas.
Delhi Police Commissioner Anurag Kumar has directed the force’s intelligence units to develop a detailed assessment before any major protest, focusing on organisers, participants, demands, logistics and possible law-and-order challenges.
Under the new plan, police teams will not only estimate the expected crowd size but will also gather detailed information about the people and groups involved in the mobilisation.
Officials will collect details about protest organisers, key leaders, participating groups, their demands, support networks and movement plans.
The aim is to ensure that field officers have complete information before deployment and can respond effectively to changing situations.
The new guidelines include identifying protesters and estimating their numbers, profiling organisers and leaders, understanding the issues behind demonstrations, and tracking mobilisation efforts.
Police teams will also monitor where participants are coming from, their accommodation arrangements in Delhi, local contacts and organisational links.
The force will further examine funding sources, transport arrangements and other logistical preparations connected with protests.
Another major focus will be assessing potential crowd-related risks and preparing advance law-and-order plans.
The move comes after a major protest on July 20, when thousands of people gathered at Jantar Mantar and surrounding areas. The demonstration later witnessed tensions after protesters attempted to move towards Parliament, leading to clashes with police personnel.
The handling of the protest faced criticism, prompting the Delhi Police to review its preparedness and intelligence mechanisms.
Officials said the objective of the new system is to improve coordination, ensure timely information sharing and prevent situations from escalating during large gatherings.
Along with intelligence gathering, the Delhi Police has also directed officials to improve the wireless communication network among field personnel, senior officers, traffic units, PCR teams and security wings.
The upgraded communication system is aimed at ensuring faster exchange of information and quicker decision-making during major operations.
