The winter session of Parliament will start from December 1 to 19, 2025, as lawmakers prepare to resume discussions after 166 hours were lost in the monsoon session due to political uproar, costing taxpayers crores.

New Delhi: Union Parliamentary Affairs Minister Kiren Rijiju informed on the social media platform X that President Draupadi Murmu has approved the government's proposal to convene the winter session of Parliament. This session will begin on December 1st, 2025, and continue until December 19th, 2025.
Kiren Rijiju tweeted, "President of India Draupadi Murmu ji has approved the government's proposal to convene the winter session of Parliament from December 1st, 2025, to December 19th, 2025 (subject to the exigencies of parliamentary business).
We look forward to a constructive and productive session that will strengthen our democracy and fulfill the aspirations of the people."
166 hours were wasted in the monsoon session
Previously, the monsoon session of Parliament was adjourned sine die on August 21st. During the monsoon session, 166 hours of Parliament were wasted due to the opposition's uproar over the SIR. This resulted in the loss of approximately 248 crore rupees of public tax money.
A special discussion averted the conflict over Operation Sindoor, but the political battle over the SIR continued until the final day. The uproar resulted in the loss of 84.5 hours in the Lok Sabha and 81.12 hours in the upper house, the Rajya Sabha. The Rajya Sabha's proceedings lasted only 38.88 hours.
One minute of proceedings in either house costs Rs 2.5 lakh (approximately Rs 1.5 crore). Consequently, the non-functioning of the Lok Sabha resulted in a loss of Rs 126 crore (approximately Rs 122 crore) in the Rajya Sabha.
However, a rapid pace of legislative work was accomplished in the final nine working days. 15 bills were passed in the Rajya Sabha and 12 in the Lok Sabha.
How many sessions does Parliament have?
Normally, three sessions of the Lok Sabha are held in a year. The Budget Session of Parliament runs from February to May of any given year. During this period, the budget is presented to Parliament for consideration, voting, and approval.
Departmentally related committees consider the demands for grants of ministries and departments and then submit their reports to Parliament. The second session, the Monsoon Session, runs from July to August. The year concludes with the Winter Session, which is convened from November to December.
