Patna: Bihar police have registered an FIR against Pakistan-based gangster Shahzaad Bhatti for allegedly threatening Chief Minister Nitish Kumar on social media. The threat reportedly warned of “dire consequences” if the CM did not apologize to a Muslim woman doctor whose hijab was reportedly touched during a recent appointment letter distribution event.
The FIR was lodged at the Cyber Police Station in Patna after Bhatti posted a video on Instagram under the ID 333444, in which he criticized the CM for allegedly acting inappropriately toward a Muslim woman. Bhatti, believed to be operating from Dubai, warned that “responsible institutions” should intervene if Nitish Kumar did not apologize.
The incident occurred at the ‘Samvad’ hall at the CM’s secretariat, where 1,283 doctors were receiving their appointment letters. When a woman doctor wearing a hijab approached the stage to receive her letter, Nitish Kumar was seen attempting to remove her hijab, triggering controversy and public debate.
Bihar DGP Vinay Kumar confirmed the case and told reporters that the Central Range IG, Patna, Jitendra Rana, will lead the investigation. “Patna IG will investigate the matter which came through a social media post,” the DGP said, adding that details will be shared after proper verification.
Intelligence agencies describe Bhatti as a notorious criminal with alleged links to Pakistan’s underworld. He is believed to operate transnational networks involved in arms smuggling and has been previously accused of supplying weapons to criminal groups operating in India.

Bhatti has also had public disputes with jailed gangster Lawrence Bishnoi, whose brother recently cited threats from Bhatti while seeking enhanced security in a Delhi court.
Authorities are taking the threat seriously due to its potential implications for law and order. Investigators are coordinating with intelligence agencies to assess the credibility of Bhatti’s warning and the risks posed to the Chief Minister.
This development comes amid heightened scrutiny over public conduct by political leaders and security concerns related to cross-border criminal networks. The investigation by Patna IG is ongoing, and updates are expected once preliminary findings are reviewed.
