BRICS 2026: PM Modi’s Big Push, Global South Set to Move From Rule-Takers to Rule-Shapers

New Delhi: Prime Minister Narendra Modi on Saturday called for a major transformation in global governance, saying the Global South must move beyond the role of rule-takers and emerge as rule-shapers. Addressing the inaugural session of the BRICS Summit 2026, Modi highlighted the need for reforms that ensure equal participation of developing nations in shaping the future of the world.

‘Pyramid of privilege’ must become platform of partnership

During his address, PM Modi said the existing global governance structure has often concentrated power and decision-making among a limited group of countries. He called for replacing what he described as a “pyramid of privilege” with a “platform of partnership” where every nation has a meaningful voice.

Modi said countries from the Global South are often among the worst affected by global challenges but have limited influence over decisions that impact them. He stressed that BRICS should work towards creating a more inclusive international system.

Modi unveils 10-point roadmap for reforms

The Prime Minister proposed a 10-point roadmap under the BRICS framework to strengthen global institutions. He said the focus should remain on three key areas — representation, responsiveness and rule-making.

Highlighting the need for institutional reforms, Modi said the restructuring of the United Nations Security Council cannot be delayed further. He also called for aligning voting rights and leadership roles in global financial institutions with current economic realities.

Focus on future technologies and global cooperation

Modi also underlined the importance of equal participation in framing rules for emerging sectors such as artificial intelligence, cyberspace, biotechnology and space technology.

He said BRICS has gained a distinct identity on the global stage and now needs a new roadmap for the next two decades. Modi added that the grouping should focus on practical outcomes while maintaining cooperation among member nations.

The summit is being attended by several key leaders, including Chinese President Xi Jinping, Russian President Vladimir Putin and Iranian President Masoud Pezeshkian.
