Lucknow: A judicial committee has submitted its report on the violence in Sambhal to Uttar Pradesh Chief Minister Yogi Adityanath. The report was submitted on August 28, 2025, and has revealed shocking facts about the population and demography of the area.
This detailed 450-page report covers many important issues, including the Shahi Jama Masjid and Harihar Mandir dispute.
Change in Demographics: Key Statistics
The most shocking revelation of the report is related to the major change in the religious equation of the population of Sambhal. According to the report, at the time of independence of the country in the year 1947, the Sambhal city area had a 45% Hindu and 55% Muslim population, which have been changed drastically.

However, in the present time this ratio has changed, and now the Hindu population has come down to only 15-20%, while the Muslim population has increased to about 85%.
Long history of riots
The report also mentions the long history of Hindu-Muslim violence in Sambhal. Since independence, a total of 15 major riots have taken place in Sambhal. The years of these riots are 1947, 1948, 1953, 1958, 1962, 1976, 1978, 1980, 1990, 1992, 1995, 2001, and 2019.

In the report, these riots and politics of appeasement have been cited as the main reason for demographic change.
Historical evidence of Harihar temple and terrorist threat
The committee has also found evidence of the historical existence of the Harihar temple. Also, giving a serious warning in the report, it has been said that the Sambhal area has become the center of activities of terrorist organizations like Al-Qaeda and Harkat-ul-Mujahideen.

Committee Formation and Objective
This judicial committee was constituted to investigate the communal violence that took place in Sambhal on November 24, 2024. The committee comprised retired Allahabad High Court judge Devendra Kumar Arora, retired IAS officer Amit Mohan, and retired IPS officer Arvind Kumar Jain.
