New Delhi: In a significant development, the Supreme Court of India has permitted the use of green firecrackers in Delhi and the National Capital Region (NCR) during the upcoming Diwali festival.

The decision allows for the bursting of these eco-friendly crackers between October 18 and 21, with strict time restrictions from 8 PM to 10 PM each day.

A balanced approach is needed

Announcing the order, Chief Justice BR Gavai referenced the October 14, 2024, directive in which the Delhi government had imposed a complete ban on firecrackers, later extended to the entire NCR.

He stated, “We must adopt a balanced approach- allowing fireworks in moderation without compromising the environment.” 

The court has instructed the Central Pollution Control Board (CPCB) and the state pollution boards to monitor air and water quality during this period and submit a report on the impact of fireworks on Delhi’s air from October 14 to 21.

Only certified manufacturers are permitted

The Court's decision comes with stringent regulatory measures to ensure compliance and minimize environmental impact. Only certified manufacturers are permitted to produce green crackers, and their sale is restricted to licensed vendors.

Additionally, online sales platforms are prohibited from listing firecrackers in Delhi-NCR to prevent unauthorized distribution. The Delhi government has been directed to implement a robust monitoring system to enforce these regulations effectively.

Health and Environmental Considerations

While green crackers are considered a safer alternative, experts caution that they still contribute to air pollution. Studies indicate that even these low-emission crackers can lead to a temporary increase in particulate matter (PM) levels, which can adversely affect respiratory health, particularly among children and the elderly.

Therefore, the Court has emphasized the need for public awareness campaigns to educate citizens about the potential health risks and the importance of adhering to the designated time slots for bursting crackers.
